Cheon Mu Won: A Central Governing Body for Cheon Il Guk
During the 70th anniversary celebration of the founding of the Family Federation for World Peace and Unification, True Mother announced the establishment of six new offices under a new, central governing body, which Mother has named ‘Cheon Mu Won.’ In preparation for the upcoming Cheon Won Gung Entrance Ceremony, scheduled for 10 months from now, Mother is encouraging us all to augment our efforts toward the victorious settlement of Cheon Won Gung from where Heavenly Parent will be able to govern our world more directly than ever before.
From True Mother’s June 6, 2024 speech at the 70th anniversary of the founding of our church:
“To prepare for the Heavenly Parent’s Entrance Ceremony next year, therefore, my intention has been to establish a new organizational system centering on Cheon Jeong Gung. I have therefore established Cheon Mu Won and its various offices. As I said a long time ago, the Family Federation will go forward in the Spirit and the Truth. It will advance through Cheon Shim Won and through the global mission. This is why all our organizations are centered on these two axes.
In this way, we can quickly share the providence of True Parents with all humankind in this time when we can make connections within one second. I am seeking to give all 8 billion people of the world living in the Cheon Il Guk era the opportunity to participate in the realization of Heavenly Parent’s dream and True Parents’ hopes on earth.”
In that Heavenly Parent hopes for Cheon Il Guk to develop tangibly, Mother wants the Cheonwon Complex to embody the form and essence of a nation. True Mother thus named the central governing body of Cheon Il Guk “Cheon Mu Won”—“Cheon” (天) meaning Heaven, “Mu” (務) meaning Work, and “Won” (院) meaning House.
Cheon Mu Won is the central governing body of Cheon Il Guk where people will work diligently and earnestly for Heaven’s providence, in unity with True Parents.
As the owner of Cheon Mu Won, True Mother stands at the center and oversees the operations of the entire Cheon Mu Won. She has appointed former Chief of the 2nd Secretariat Mrs. Wonju McDevitt as Cheon Mu Won vice chair; she also has the role of Mother’s private secretary. There is additionally a specialized office responsible for True Mother’s protocol, security, and personal assistance.
The main body of Cheon Mu Won is divided into six offices—the Mission Policy Office, Leader Development Office, Planning and Coordination Office, Finance and Planning Office, Special Affairs Office, and the Legal and Audit Office.
- The Cheon Mu Won Mission Policy Office is responsible for inspecting, monitoring, and analyzing domestic and overseas missions, and for supervising, coordinating and integrating short- and long-term mission policies, and reporting to True Mother. It will oversee the main providential organizations such as Family Federation World Mission Headquarters, the Korean Family Federation HQ, the Universal Peace Federation HQ and others. It will also take an interest in the organizations that are responsible for the historical record of Cheon Il Guk—including Peace TV, the Sunhak Institute of History, and the Cheon Won Sa Publishing House. In addition, the Mission Policy Office will take responsibility for human resources management, international cooperation and communication and coordination among the internal organizations of Cheon Mu Won.
- The Cheon Mu Won Leader Development Office is dedicated to cultivating capable people for the future of the Heavenly Providence in Cheon Il Guk. It will identify, educate, and nurture individuals across a variety of fields to lead our Unification Movement into the future in its churches, providential organizations, and businesses. It oversees the Sunhak Educational Foundation, the Cheongshim Foundation, and the Hyojeong International Cultural Foundation.
- The Cheon Mu Won Planning and Coordination Office is responsible for coordinating the Cheon Won complex’s institutions and businesses, which are under the direction of True Mother. It will establish and implement strategies for the development of the Cheon Won complex centered on Cheon Jeong Gung and Cheon Won Gung, and the development of hyojeong culture. It will oversee the Cheon Won Gung Administrative Headquarters, and the Cheon Won Gung Construction Task Force, Cheongshim IT, HJ Global Arts Center, Cheon Won Art Museum, and Hanju Entertainment—which is responsible for performances and events within the Cheon Won Complex.
- The Cheon Mu Won Finance and Planning Office checks and reports on the management of major public assets and affiliated foundations at home and abroad under the strategy of securing stable financial resources.
- The Cheon Mu Won Special Affairs Office is responsible for carrying out special instructions from True Mother.
- The Legal and Audit Office will be in charge of legal affairs, regular and special account audits of church-related organizations and businesses, and establishment of internal auditing (scrutiny).
With the inauguration of Cheon Mu Won, the previously existing 1st and 2nd Secretariats were dissolved. As the two pillars of the Family Federation responsible for working in the Spirit and Truth,
Cheon Shim Won and the former International Headquarters (now reorganized as the World Mission Headquarters) will have key roles under Cheon Mu Won.
Director-General Song Yong-cheon offered the following with regard to the purpose of this restructuring:
Why would True Mother undertake such restructuring at this important time in the providence? This is to prepare for the Entrance Ceremony for the Cheon Il Sanctum in Cheon Won Gung so that it is conducted in line with heavenly protocol – to prepare more specifically, quickly, and precisely.

In response to Roger, FFWPU Mission Support says:
“The CIG Constitution — despite Mother announcing it a number of years ago — is still being revised and updated, a process that is likely to take several more years. Many members had deep questions about its content, and this is likely what prompted the committee here in Korea to reassess what it had come up with and more or less begin again. This is what we believe to be the situation, though our mission department office is not closely connected with the workings of the Constitution committee.”
Regarding democracy, our general understanding is that under the true love of God and True Parents, which is untainted by selfish ambition, we may not need a democratic political system to prevent one person from misusing absolute power — but it may still exist in order that the leaders whom citizens judge to be the most capable/wise are elected.
Please, let us learn lessons from TF with the création of Washington Time. Father could come again, and again, to “correct” what was to be printed, saying : “this is what I mean to say”, unlike that is how the English langage say.
Small point. I’m a little fussy about language. I looked up the word “mu”. It is usually not a stand-alone word but in this context it seems better translated as “affairs” as in “House of Heavenly Affairs”.
If the English were being translated I am sure we would use something like “affairs” or “administration” in the title of the organization.
But we did not translate Cheon Mu Won — just indicated the basic meaning of the characters.
Alike True Father brought langage/words known from Heaven only, True Mother brings langage/words known from Heaven only.
