On January 8, 1999, in Punta del Este, Uruguay, Father made a declaration “Proclamation of the Completion of the Cosmic Expansion of the True blessing and the Rooting Out of Satan’s Blood Lineage” having great significance for this year. It shows how providence has aligned itself for the final year of the current millennium.
The course of restoration is a path of indemnity. Indemnity is necessary on the way of restoration. Just as a bamboo tree develops joints as it grows, indemnity is needed.
After finishing the 7-year course and welcoming the eighth year, God’s Day was established. That was on January 1, 1968. Since then, the course of struggle with Satan has been divided as, centering on God, the providence developed from the level of family to that of a people. That is why we could come so far.
In the 1970s, the worldwide providence started, and I mobilized all the blessed families. On that foundation, I grasped the directions of all the Korean families. Korean people were able to stand up on the way of God’s will. At that point, I prepared to go on the world stage—and to America. I surmounted the family level and the national level.
Following the three-year preparation that began in 1970, I went to the United States, in 1972. The failure of the New Testament Age had to be settled in Korea. I stood on a complete foundation, centering on that nation. Centering on that national foundation, I prepared to go to the world.
The nationwide persecution from the established Korean churches had to be indemnified in the Unites States. So I organized the IOWC in 1975 to connect the world to Korea and proclaim the message worldwide. Such is the course of restoration I have passed through.
What is the motto for this year? “The cosmic expansion of the true blessing and the rooting out of Satan’s blood lineage”! “True” means that it has nothing to do with Satan. Last year’s motto, “To be proud of and to love True God absolutely …” means that God has now come to stand on the true position. Prior to that, Satan was taking the initiative in the providence of salvation, so in order to reverse this through Abel’s natural subjugation of Cain, the motto had to include the word “true”.
The peak of the battle in heaven and earth has already been passed—on September 30, last year. Now there should be no obstacles between heaven and earth, because the whole world is now being blessed, and the original Adam’s family now stands in the position of having been blessed.
The focus of this year is on the rooting out of Satan’s lineage. To accomplish this, both the spirit world and the physical world must come into the realm of the blessing. God created the angelic world before creating Adam and Eve, and the history of restoration is one of recreation.
The purpose of creating Adam and Eve was for the sake of the ideal family. Now we can stand on the worldwide and cosmic foundation by creating the ideal families centered on God. And now we are standing above it all: that is why this proclamation is being made here today. Mother’s speech tour will finish on May 28 [Mother’s final speech was, in the end, rescheduled to May 29], so if we start anew this year, everything will be returned by June.
Now is the time of a great turning point. All the blessed families must receive education from me. This education is about the existence of the spiritual world, the relationship between the spirit world and the physical world, and the way to overcome the barriers of life and death. The barriers of death must be removed.
So the theme of this speech tour is that death is not death. We will connect to the new Kingdom of Heaven. So far, because of the human fall, initiated by Satan, death was separated out as an eternal crossing point. However, that isolation has now been destroyed, and the fear of death has been turned into the starting point of joy for human beings worldwide. There will be no barriers between heaven and earth, and we will be liberated from death. The people of the “Inside Belly Church” were such people. They were thankful for being liberated from death. Now is the time to sing their songs. Such an age has returned.
That is why we can’t just let such time pass. True Parents must tie a knot at this point. A private borderline and barrier must be made. It is the same as the determination of ownership; the border must be transcended once again. So, Satan’s world will disappear from this earth.
They say that when you go to Chung Pyung you can see so many spirits inside you, don’t they? True Parents must remove all those spirits and connect them to the way. That is the lighting of the “searchlight.” Everyone can follow this light. But to do so, you must start from the level at which you are now standing. I will completely remove the barriers between levels in the spirit world. All barriers to liberation must be gotten rid of. By opening this up, then whichever way you go you will ascend. Evil spirits attached to earthly people must be cut off and sent away to heaven as soon as possible. Today, I am holding a special ceremony for all these spirits gathered here to be liberated through my prayer.
The angelic world was created before Adam’s family. The angelic world was necessary in order to establish Adam’s family. But the fall resulted in fallen families. I must get rid of the evil spirits in order to recreate Adam’s family.
Ancestors should be recreated to become families in the archangelic position. That is why we hold the joint marriage blessings. The time of the liberation blessing for the spirit world has come. All the spirits in the spirit world will be gathered in the free environment of the archangelic realm centered on the family.
Satan cannot work in the realm of family-centered liberation. What will happen with Satan? Satan is forever defenseless. Satan can be liberated by lining up after the last of humanity. He can make conditions to indemnify what he couldn’t do in the Garden of Eden, namely the perfection of Adam’s family, by supporting and saving the last families.
This is the time when blessed spirits can come down with their spouse to their descendants, and push them onto the course of the blessing. Originally, human beings were to enter the Heavenly Kingdom after living on this earth centering on True Parents. Today’s ceremony is also to open the way to this earth for those spirits who cannot live in the spirit world.
I must now establish the way to the Kingdom of Heaven so that anyone who lives together with True Parents on the earth and supports them with absolute faith, absolute love and absolute obedience, can enter the Kingdom of Heaven. Those spirits who could not marry nor become husband or wife in the Garden of Eden can now receive the blessing on earth by supporting their descendants. I must go back to the origins of everything.
Everything can be put in order in a principled way by True Parents, who have the absolute authority of love, standing as the central figure of all sovereignties of heaven and earth. True Parents can give the blessing as the king and queen of love, and by proclaiming all these, true horizontal expansion starts, centering on God and I. From now on, up to 120 spirits of former presidents and kings will come down to present presidents and kings, effecting great change. So, naturally, all sovereigns on earth will set in darkness and we will rise in the morning sun. Now is the time of the last days.
You must understand that to participate in this ceremony is truly a glorious occasion. You must stand up and take responsibility with the same heart as Father. The Blessing must be given to all directions: east, west, south and north.
If you add each digit of 1999, it comes to 28, and adding 8 to 28 is 36. The time of this ceremony is 8 o’clock. Thirty-six plus 8 makes 44, which goes beyond 43. After 7:30, by going beyond 43 and reaching 44, everything can be put in order. You remember that I proclaimed the 4.4 Jeol Commemoration: that is why the number 44 is important.
Total liberation, the banishment of Satan, the annihilation of Satan: with this, the roots of human sin that went the opposite direction can come back from hell through the right direction. This reversed the way of the demons and sinners in hell. All those who are unperfected and opposed will become good and righteous and enter the heavenly world from their own levels. This is what the blessing is all about. We win over with cosmic blessing. Amen!
True Parents’ Prayer:
Dear Heavenly Father! We know that Your will is to achieve ideal unity through history’s course, and from east to west, from one united mind and body to the family, from the family to the tribe, from the tribe to the nation, from the nation to the world, from the world to the cosmos, and from the cosmos to God.
The history of the past which paved the way of the indemnity course of restoration, and the present and future of the Unification Church, are all connected. All the ancestors in the spirit world and all the people on this earth and all the offspring of the future are connected as one family and one blood lineage, centering on God’s love. We must attend You, Heavenly Father, to liberate You from Your historical resentments of not being able to establish the ideal creation, the sovereignty of love, thereby indemnifying the failures of our ancestors. Otherwise, You cannot relate to us; religions were established to accelerate the indemnity task.
Since Christianity failed, Adam’s family had to settle the root of the fall, through the family, tribe, nation, world and cosmos, by working together with all human beings, all ancestors and descendants, in order to expand the foundation of the blessing centering on True Parents, and to liberate the entire family and the world centering on God’s love. Now we have reached the peak to go beyond the era of the individual, family, tribe, nation, world, and heaven and earth.
Father! We cannot attend You with a heart of han when we look back at this miserable history. We must try to restrain our resentments and frustrations, and stand before You, being proud of You, the God of liberation, our victorious God, and with a heart of pride as princes and princesses of Heaven, establish the victorious realm of the family, tribe, nation, world, and cosmos, centering on God. Your heart had been left with so many resentments through Your course of hardship and endurance, trying to accomplish the responsibilities as a Heavenly model.
I implore You to liberate and accomplish all these. Since True Parents understood the course of indemnity, in order to indemnify the failures of Your original will, Korean people as Abel, centering on the Unification Church, paved the way of difficulties, which even the children of True Parents, their parents or their family could not achieve. I know that You will not be able to forget all these things until the time of liberation.
How long You have been waiting for us to become Your sons and daughters, as princes and princesses of Heaven, with liberated personality, to attend You as True Father, True Lord and True Teacher, until this time of the liberation of the resentments hidden in True Parents heart!
True Parents, as a husband and wife, have paved the way of crucifixion, and now have reached the top of the world today. Father, I truly thank You for giving us this special occasion of proclaiming the world wide True blessing and rooting out the Satanic blood lineage.
I implore You to accept this moment of proclamation, 7:30 to 8 o’clock in the morning, January 8, 1999—the moment of entering the number 44, which is the origin of liberation that this cosmos can recognize, and that all the spirits from hell to heaven can quickly finish the indemnity course, expecting the Kingdom of Heaven and standing on the original standard to be able to become families of heavenly blessings by making conditions through attending True Parents while they are on the earth. I implore You to accept this ceremony, this moment, and to work together with us through this proclamation. Amen! Amen! Amen!
True Parents’ Benediction (at 7:30, accepting Rev. Yoo’s beseeching on behalf of all humankind):
We know the history of how You worked through our ancestors and religions to create happiness in the heart of the past heaven, together with all things.
We will love You, Heavenly Father, who suffer tremendously, both internally and externally, vertically and horizontally. You suffered to welcome this occasion of settling all accounts, centering on the names of True Parents, with the ideal of the perfected third Adam, the messianic thought, which goes beyond the Old Testament Age, the New Testament Age and the Completed Testament Age, with the desire for a unified age of han and liberation.
We have inherited this will. We tried our best to realize the ideal family. The people of this world must accomplish Heavenly Father’s hope from the individual, family, and tribe, and up to the national level with the victorious realm of True Parents, centering on true life and true lineage, and the ideal of the original parents’ standard of conscience, which includes all of heaven and earth, evil people and holy people, and all things that divided our first ancestors’ blood lineage. This is a serious moment of realization, that the kingship of love, representing all the nations, can be accomplished in a short time.
Father! By doing so, please accept everything as Satan’s root being rooted out, by erasing the footsteps of the fall from Your memory and from True Parents’ heart, and by liberating even Satan through blessing the children of the enemies, connecting everything by the blessing, and uplifting the ancestors in the spirit world as the family of True Parents. Through this, Adam was perfected in the individual position; he established a heavenly family that attends God, and completed the whole indemnity course of liberation, so that the sons and daughters can attend God on the tribal foundation.
By liberating the people going 180 degrees opposite to the highway to Heaven, I have prepared so that the earthly people who are encountering Satan can accomplish their responsibilities step by step.
Father! I know how patiently You have been waiting for this moment of liberation, erasing and rooting out all the evils and resentments stuck on earth, in order to avenge and indemnify the individual spirits. Father.
There is one month ahead of us in which to accomplish the blessing of 360 million couples in accordance with the motto of this year, “The cosmic expansion of the true blessing and the rooting out of Satan’s blood lineage.” I am holding this ceremony so that all the spirits and the people on this earth can attend this day of blessing. This most precious offering is to accomplish the standard to proclaim the liberation of Heaven, Heavenly Parents and all humanity. True Parents also know that Your ultimate hope is to expand the straight path to heaven so that even Satan can be liberated. I ask You to embrace us and hold this ceremony by resolving Your worries, and by rooting out the foundation of evil spirits and evil people on this earth, and leading them in the 180 degrees opposite direction to follow True Parents on earth centering on Heavenly Parents.
I have now prepared the way to heaven, which is the completed ideal of Your original love. So, Father, the families on earth are Your families, the tribes are Your tribes, and all the nations and world and heaven and earth that You are going to visit from now are Yours. So please freely move around vertically and horizontally and in all directions, centering on Your omniscient and omnipotent power, and harvest all that came out of the seeds of love. Father, I ask You to accept this one-way express road to Heaven by letting all the ancestors and angels come into this cosmic realm of the restored ideal family as a heavenly tribe to attend True Parents.
By doing so, I hope You can forget all the miserable objects of Satan, and face the blessed crowd as an object of joy, going straight up to the world of unification, to the world of peace, and to the Kingdom of God on heaven and earth. I proclaim the transfer and the liberation of the earth, liberation and unification, unification and peace, and peace of the world all together with True Parents and God, representing all the ancestors in the heavenly world and the earthly world, in the name of True Parents. Amen, Amen, Amen!!!

What we have achieved today is “The Proclamation of the Completion of the Cosmic Expansion of the True Blessing and the Rooting Out of Satan’s Blood Lineage.” The blessed tribes must stand up, going beyond what Jesus tried to do, which is giving the blessing not only to the ancestors of 12 generations, but to 72 to 120 generations, by offering everything centering on Father’s birthday, February 21. Without this proposal, we cannot enter the realm of True Parents, which has nothing to do with Satan.
Having this significance, today’s proclamation ceremony is the proclamation of the completion of the cosmic expansion of the true blessing and the rooting out of Satan’s blood lineage.
