7th Cheon Il Guk Supreme Council Meeting
Sun Jin Moon, Chairperson, Cheon Il Guk Supreme Council
Cheon Jung Gung, February 22, 2016
Respected Cheon Il Guk Supreme Council members!
It is a privilege and a pleasure to be here with you today for the 7th Cheon Il Guk Supreme Council Meeting, centering on Heavenly Parent and True Parents.
We have important work to do, and I appreciate all of you for your faithful attendance to True Mother at this time.
We convene the 7th Cheon Il Guk Supreme Council meeting at a very historic time.
The past several weeks have been filled with an inspiring array of programs in honor of True Parents Birthday, celebrated on February 13, and Foundation Day, celebrated on February 20, at which time True Mother officiated the Holy Blessing Ceremony.
It is clear that our movement is strong and moving forward under True Mother’s leadership.
The events of the past week have given me a renewed sense of the significance of our work as members of the Supreme Council. We have been appointed by True Parents to a great mission and responsibility.
One of our most important responsibilities is to review and advise True Mother about the content of the Cheon Il Guk Constitution, which, as we all know, will serve as the foundational document for the governance of our movement for generations to come.
Each one of us in this room is here because of the love and sacrifice of our True Parents. Our worldwide movement exists because of our True Parents. By investing themselves with unyielding passion, dedication, and a profound heart of love, compassion, and sacrifice for Heavenly Parent and humanity, they planted roots that will live eternally.
The roots of the true olive tree are deep and secure, centered on True Parents’ words.
We are all recipients of their grace through the Blessing, which connects us together as one family under God.
As we know, once the root has been settled and secured to provide nourishment, which is God’s love and True Parents’ Blessing, then the trunk can begin to form.
The trunk needs to be a pillar that is connected to the root.
With this in mind, let us work to make sure the Cheon Il Guk Constitution will provide clear guidance, stability, and support, connecting our worldwide movement to our True Parents well into the future, beyond our own lifetimes.
We have important work to do during this Supreme Council meeting, which is a continuation of the work initiated during the 4th, 5th and 6th Cheon Il Guk Supreme Council meetings.
One important task we have before us is to continue to deliberate on proposed amendments to the Cheon Il Guk Constitution.
Throughout this process let us always keep in mind our True Mother’s guidance.
While it has been officially affirmed, True Mother has also asked us to continue to review, discuss and, if necessary, amend the Cheon Il Guk Constitution.
With this in mind, we solicited and have received substantial feedback from leaders and brothers and sisters throughout the world.
The Cheon Il Guk Supreme Council Secretariat has diligently compiled this information and divided the comments and recommendations into different categories. Based on the feedback we’ve received, further revisions to the Cheon Il Guk Constitution have been proposed; these may be deliberated and voted on today.
Moreover, as we identify areas of improvement that may necessitate an amendment to the Constitution, we will report our recommendations to True Mother and ask for her direction.
We are very fortunate that True Mother is with us during this time, so that any proposed amendments can receive her direct guidance.
Throughout our meeting, as we discuss the Constitution, let us work to make sure the Cheon Il Guk Constitution:
- a) Protects True Parents’ legacy
- b) Upholds True Parents’ words, Blessing, and tradition
- c) Provides the basis of good governance for our worldwide movement
- d) Serves our global community of brothers and sisters
- e) Contributes to the stable growth and development of our worldwide movement
- f) Is a source of unity for our worldwide movement
Since our last meeting, all of us at the CIG Secretariat, along the staff of the 5 Wons or branches, have worked diligently. I am very encouraged by the progress of these working sessions and the constructive proposals for revision.
Rather than relying on our random ideas, we adhered to a very systematic and disciplined approach to proposing revisions.
As we worked and deliberated, we paid close attention to the following guidelines:
- a) Balance of Power
- b) Keeping logical consistency throughout the Constitution and the bylaws
- c) Practical application and usefulness of the Constitution and the bylaws
- d) Sustainability of organizations
- e) Good governance
- f) Smooth Succession
Also, as I think we all recognize, the most important and recurring issue that emerged from going through each article of the constitution during our the 4th, 5th and 6th Cheon Il Guk Supreme Council meetings had to do with succession; namely, what happens after True Mother is no longer with us?
This 7th meeting of the Cheon Il Guk Supreme Council will also be a very critical and important meeting, since we will have the opportunity to deliberate and vote on both the proposed amendments to the Constitution and the management bylaws.
Following our 7th meeting, our recommendations will be presented to True Mother for her final approval.
As you know, True Mother has approved the amendments that were voted on during the 6th Cheon Il Guk Supreme Council meeting. This indicates that we are moving on a good course, and that there is good communication between True Mother and the Cheon Il Guk Supreme Council. This is very encouraging and hopeful. We are completely united with TM and her clear leadership.
In addition to our deliberations about the Constitution and the Five Branches, I want to mention that during this 7th Cheon Il Guk Supreme Council meeting, we will also receive briefings about the organizations and the structure of our movement throughout the world.
In order for us to prepare for the future when True Mother is no longer with us, the Cheon Il Guk Supreme Council should begin the process of learning about the worldwide movement in more detail.
Additionally, we need to begin to become more familiar with the practical process of workflows between the Cheon Il Guk Supreme Council and the five wons.
Similar to ballet or any performance art, much rehearsal will be necessary so that when the time arrives, the transition process will be smooth and unified, without confusion or division.
True Mother has recognized that the Cheon Il Guk Supreme Council and the five wons have been launched already. As such, I hope that we can do our best to learn, prepare, and support True Mother as best as we can.
Given the importance of this 7th Cheon Il Guk Supreme Council meeting, let us each use our acquired wisdom, experience, knowledge and heart to deliberate carefully and wisely.
Also, please feel free to speak your opinion and vote according to your conscience.
We are one family. We can work as a harmonious team. We can trust and respect one another, centered on True Love.
It is my fervent desire that we can help improve the Constitution, applying all our love, prayer, wisdom and hope, so that it can become a secure resource of stability, order, harmony, peace, and love for generations to come.
Even though we are very blessed to have True Mother with us on this earth, providing wise leadership, there is no time to spare.
Therefore, we have an urgent responsibility.
I know that if we can invest our hearts, as a team, during this process of developing the Cheon Il Guk Constitution, future generations will look upon our efforts with gratitude.
Once again, I want to thank you for your attendance to True Mother and for your service as members of the Cheon Il Guk Supreme Council.
Let us use these precious two days together to give are very best effort for the sake of our Heavenly Parent, our True Parents, all Blessed Central Families, and the 7 billion people of the world.
Thank you very much.
